The continuously increasing road traffic is one of the big macroeconomic challenges of the near future.

In doing so the national governments are offered a combined solution of necessities and benefits: Tolling systems can – locally and nationally – help to guide traffic and to serve as an additional cash-in-flow for governments and municipalities.

After the successful launch of a satellite based tolling system in Germany in 2005 more and more European countries are planning on launching equivalent or similar systems. Challenges in this context are manifold.

Public institutions as well as operators of tolling systems have to face EU-wide regulations regarding standardization and interoperability. However, a well established and defined technology standard does not exist so far.

Additionally, neither comprehensively defined business models nor uniform price and calculation models exist. Therefore, governmental institutions are defining new requirements and frameworks with each new tender.

The various partners of the potential tolling operators – from on-board-unit producers to systems integrators – are battling for (so far) non-defined shares of the value-chain process of constantly changing technological and process-related requirements of public tenders.

To unlock the enormous potential of satellite based traffic management and taxing systems, the definition of open and standardized system architectures are essential. In doing so value adding telematics services can be developed – from location based services to fleet management – and can be converted to positive cash flows.
